SUMMARY

FOR THE JANUARY 10, 2002, PUBLIC MEETING BETWEEN THE NRC AND THE NUCLEAR ENERGY INSTITUTE REGARDING THE SCOPE OF STATION BLACKOUT SPECIFIC TO LICENSE RENEWAL On November 14, 2001, the NRC staff sent the Nuclear Energy Institute (NEI) and the Union of Concerned Scientists proposed staff guidance on scoping of equipment relied on to meet the requirements of the station blackout (SBO) rule. In response, NEI requested a meeting to discuss the position with the staff. On January 10, 2002, the staff met with the NEI in a public meeting on the scope of equipment relied on to meet the SBO rule that is within the scope of license renewal in accordance with 10 CFR Part 54. Attached are the agenda (Attachment 1),

two handouts (Attachments 2 and 3) provided during the meeting, and the list of attendees (Attachment 4).

The meeting was conducted in accordance with the agenda provided in the meeting notice.

The meeting began with a presentation from the staff (refer to Attachment 2). The staff briefly discussed SBO, its association to the license renewal rule, and the determinating factors that should be used in determining the structures and components that need to be included within the scope of license renewal for SBO in accordance with 10 CFR 54.4(a)(3). NEI followed the staff and presented its position on the same issues (refer to Attachment 3).

After the presentations, an open discussion took place to identify the specific issue(s) that needs to be resolved. In general, these discussions centered on the structures and components that need to be included within the scope of license renewal. The group could not agree on inclusion of the restoration of offsite power as a means to recover from the SBO event. It was generally concluded that the defining question that needs to be answered is whether the scope of license renewal needs to include the structures and components from only one or all of these electrical sources as they apply to each power plant. The participants agreed that the following questions should be answered in order to define the scope of station blackout for the purpose of license renewal.



In scoping for license renewal, does an applicant need to consider recovery (AC source) and/or restoration of off-site power equipment?



What is the role of the coping assessment parameters and equipment in scoping for license renewal?



What is a preferred source, needed versus like power source? What is the CLB?



How are durations defined relative to on-site and off-site AC sources? What is the CLB?



What is the intended function(s) that needs to be maintained with regard to complying with the rule?



What is the role of alternate AC sources in scoping for license renewal?

The staff and the industry agreed that additional dialogue needed to take place before this issue could be resolved. It was agreed upon that the staff and the industry need to answer these questions independently, take some additional time to further develop its positions, and then meet again in a public meeting to continue the discussion.
