SUMMARY

OF THE DECEMBER 19, 2001, NRC/INDUSTRY MEETING OF THE RISK-INFORMED TECHNICAL SPECIFICATION TASK FORCE The NRC staff met with the NEI Risk-Informed Technical Specification Task Force (RITSTF) on December 19, 2001, from 8:30 am to 11:25 pm. The meeting attendees are listed in.

The agenda (Enclosure 3) consisted of discussions of the six active Risk Informed Technical Specification initiatives. The RITSTF provided a summary of the status of the initiatives (Enclosure 4), updated to reflect the meetings progress. Following is a brief description of the status of the initiatives in the order in which they were discussed.

Initiative 1, TS Actions End States Modifications: NRC staff review of the industry topicals supporting this Risk Informed Technical Specifications Task Force (RITSTF) initiative is in progress. The CE topical SER was issued on July 17, 2001. The BWR topical SER is in review and RAIs were issued on July 30, 2001. The RITSTF responded to the BWR SER RAIs on October 31, 2001; the RAI responses are undergoing staff review. Assuming resolution to all BWR RAIs in January 2002, a BWR SER is expected in the first quarter of 2002. The RITSTF will provide detailed comments by January 7, 2002 to NRC responses to industry questions to the CE topical SER. A proposed CE TSTF is planned to be submitted by January 31, 2002.

Initiative 3, TSTF-359, Modification of mode restraint requirements of LCO 3.0.4: In response to staff RAIs and questions raised at the last meeting, the RITSTF has begun to rework TSTF-359 in order to gain consistency between the OGs submittals. The RITSTF submitted, in the October 12, 2001 RITSTF meeting, a partial draft TSTF-359, Revision 6, for staff review and comment. The staff provided comments (Enclosure 5) to draft TSTF-359, Revision 6, which were discussed at the meeting. The RITSTF will incorporate changes to draft TSTF-359, Revision 6, and provide a final TSTF 359, Revision 6, for staff review by January 31, 2002, along with a revised analyses for the new systems tables. The staff comment (#8) yet to be resolved, is how the LCO 3.0.4.b allowance would be applied to risk important systems (i.e.,

systems not on the tables).

Initiative 4b, Risk Informed AOTs, use of a configuration risk management program (CRMP):

The RITSTF presented a new preliminary description paper at the October 12, 2001 RITSTF meeting. The proposal involves a combination of the current TS AOTs (front stop AOTs), an (a)(4) risk assessment to determine AOT extension feasibility, and AOT backstop limits. The staff will provide written feedback on this paper by January 15, 2002. The staff provided a verbal preliminary overview of some of the feedback to be expected, which included concerns over: use of the front stop AOT; implementation of the (a)(4) risk assessment to determine the AOT extension; definition and implications of the use of partial functionality versus operability; qualifications and training of the risk analyst (implementing the (a)(4) risk assessment); and the need for comprehensive and multiple pilots. The RITSTF would like to submit an Initiative 4b TSTF for approval by June 30, 2002.

Initiative 5, Relocation of non-safety SRs and relocation of all SR frequency requirements out of TS: In September 2001, the staff provided RAIs to the RITSTF on the concept/white paper that they presented to the NRC at the last meeting. The RITSTF will provide RAI responses and a revised white paper by January 31, 2002.

Initiative 6, Modification of LCO 3.0.3 Actions and Completion Times: A CEOG submittal (on 6b/c) was received on January 24, 2001, and it was reviewed by the staff. RAIs were issued on May 9, 2001. The RITSTF is planning to submit RAI responses by January 31, 2002. A comprehensive TSTF, for all OGs, is planned to be submitted in September 2002.

Initiative 7, Non-TS support system impact on TS operability determinations: The RITSTF presented an enhanced white paper at the meeting. The NRC will provided feedback to this enhanced white paper by January 31, 2002. The RITSTF will submit a TSTF-372, addressing only snubbers, by January 31, 2002. The RITSTF will submit a TSTF-427 to comprehensively address Non-TS support system impact on TS operability determinations by March 29, 2002.

On Thursday, February 28, 2002, at the NRC HQ in the TWFN Auditorium, from 8:30 AM to 4:30 PM, NEI will be presenting to the NRC staff how industry implements the required Maintenance Rule 10 CFR 50.65 (a)(4) risk assessment and management processes.

The next RTSB/NEI RITSTF meeting is scheduled for Wednesday, February 27, 2002.
