This meeting was requested by TN West to discuss a future amendment to the Standardized NUHOMS System. The amendment will seek to store damaged BWR fuel assemblies in the high capacity NUHOMS-61BT dry shielded canister (DSC).
Background:
NRC staff denied a previous request from TN West to store damaged fuel assemblies in the NUHOMS-61BT DSC. TN West requested to store the damaged fuel assemblies without first placing the damaged fuel into a separate, removable, damaged fuel canister. TN West made the request in Amendment No. 3 to Certificate of Compliance No. 1004.
The staff denied the request because the application lacked sufficient analysis of the effects of stresses on the fuel cladding that would be encountered during normal and off-normal conditions. Due to the absence of this analysis, the staff could not determine whether a damaged fuel assembly would remain intact under normal and off-normal conditions. Since the method of containing the damaged fuel is integral to the DSC and did not include a removable failed fuel can, the staff concluded that the NUHOMS-61BT DSC system for containing damaged fuel did not meet handling and retrievability standards set forth in ISG-1, "Damaged Fuel," dated May 1999.
Meeting Discussion: TN West will discuss its new approach to justify the storage of damaged fuel in the NUHOMS-61BT DSC. The discussion will include details on the retrievability of the fuel assemblies in the event that an off-normal condition occurs.
