TOPICAL REPORT NEDC-31951P, "IMPLEMENTATION OF IMPROVED WATER CHEMISTRY AND TECHNICAL BASIS FOR REVISED PIPING INSPECTION SCHEDULES" (TAC NO. MA5012)
Dear Mr. Kenny:
By letter dated January 10, 1995, the staff provided to the BWR Owners Group (BWROG) our evaluation and acceptance of licensees referencing the General Electric (GE) proprietary Topical Report (TR) NEDC-31951P, "Implementation of Improved Water Chemistry and Technical Basis for Revised Piping Inspection Schedules," dated April 1991. This letter included a statement that the staff could not conclude that the proposed improved water chemistry program supported some of the proposed revisions to the piping inspection schedule.
By letter dated April 8, 1998, the BWROG submitted for staff review proprietary Supplement 1 to TR NEDC-31951P dated April 1998. This report contained new information about the effectiveness of hydrogen water chemistry (HWC), improved understanding about HWC injection requirements, and a request to modify three positions in the staffs safety evaluation (SE) on the original report. Specifically, Supplement 1 proposed revisions to the staffs position on (1) in-situ measurements of electrochemical corrosion potential, (2) HWC availability for inspection relief credit, and (3) revision to the interval for calculating HWC availability.
By letter dated October 27, 1999, as supplemented by letter dated February 29, 2000, the BWR Vessel and Internals Project (BWRVIP) submitted the Electric Power Research Institute (EPRI) proprietary report TR-113932, "BWR Vessel and Internals Project, Technical Basis for Revisions to Generic Letter 88-01 Inspection Schedules (BWRVIP-75)," dated October 1999, for staff review. The February 29, 2000, letter provided a non-proprietary version of the BWRVIP-75 report. This report referenced both the BWROG NEDC-31951P and BWROG NEDC-31951P, Supplement 1 topical reports, which the staff reviewed during its evaluation of
J. M. Kenny the BWRVIP-75 report. Therefore, the staff does not intend to issue a separate SE for the BWROG NEDC-31951P, Supplement 1 TR.
