SUBJECT:
HR-2311, THE FY 2002 ENERGY AND WATER APPROPRIATIONS During the consideration of HR-2311 by the House on June 28, a Point of Order was raised regarding Section 308 of the Bill. Section 308 directed DOE to provide a study to Congress regarding external regulation of DOEs science laboratories and directed DOE to provide $4 million to the NRC and $120,000.00 to OSHA in preparation for external regulation by October 2, 2002. The objection was raised by a member of the House Energy and Commerce Committee because Section 308 was authorizing in an Appropriations Bill. The Point of Order was sustained and Section 308 was struck from the Bill.
