A REVIEW OF DRAFT NRC STAFF REPOR F: "DRAFT TECHNICAL STUDY OF. SPENT FUEL POOL ACCIDENTS FOR DECOMMISSIONING PLANTS"

Dear Ms. Hendricks:

I am responding to your letter dated August 30, 1999, which includes comments on the staff's "Draft Technical Study of Spent Fuel Pool Accidents for Decommissioning Plants." The comments have been forwarded to the Technical Working Group (TWG) for consideration. The TWG has a detailed schedule to develop a staff position regarding potential spent fuel pool transients.

The NRC solicits stakeholders' comments on many issues related to regulatory policy; therefore, the staff acknowledges the efforts NEI has expended in reviewing and commenting on the TWG's draft report. The TWG will evaluate all of NEI's comments for inclusion in the NRC resolution. The staff does not intend to provide a detailed response to your technical study, but the NRC is committed to maintaining communication with stakeholders, via meetings, workshops, and requests for comments on issues under NRC review. The staff will continue to maintain open communications with stakeholders throughout this effort. If you have any questions about the status of the NRC process for resolving the spent fuel pool accidents at decommissioning plants, please contact Mr. Richard Dudley at 301-415-1116.
