SUMMARY
OF MANAGEMENT MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP (BWROG)
On June 12, 2001, the staff met with members of the Boiling Water Reactor Owners Group (BWROG) and members of the Boiling Water Reactor Vessel Internals Project (BWRVIP) to discuss various activities affecting both the NRC and BWROG organizations. The agenda subjects discussed are listed in Attachment 1. A list of the meeting attendees is provided as. A copy of the handouts provided by the BWROG for their presentations can be found in ADAMS under the accession number ML011640239.
Status was provided for the action items from the previous meeting dated January 19, 2001.

Arrange a meeting between the NRC and BWROG in the early second quarter of 2001 for an up-date on Option 2. (Completed April 18, 2001) 2.
The BWROG is to participate at the February 21 workshop. (Complete) 3.
After the staff requirements memorandum (SRM) is received regarding risk-informing 10 CFR 50.44, contact the BWROG to discuss topical report submittal options. (Awaiting SRM) 4.
The BWROG is to provide the staff a copy of the pipe break survey prior to issuance for comment with a requested reply date. (Survey provided on February 12, 2001, with a followup conference call on February 16, 2001) 5.
The staff is to provide the BWROG a copy of the latest Licensee Event Report list being used by RES in their pipe break effort. (Completed January 19, 2001) 6.
The staff will address fluence cycle deferral during the January 22, 2001, call with the BWRVIP to determine whether a meeting is required. (Completed)
H2/O2 Analyzers and Combustible Gas Control Systems The BWROG stated their objective was to declassify H2/O2 monitors to non-safety related and to eliminate requirements for H2 recombiners and containment air dilution systems or relax them to non-safety. The BWROG expects to submit a licensing topical report (LTR) in July 2001,
S. A. Richards requesting the declassification to non-safety for the gas control systems and the monitors based on low probability of events leading to high iodine concentrations. The BWROG is requesting that the LTR be reviewed in parallel with risk informing 10 CFR 50.44.
The staff stated that they are receptive to a July submittal and that the goals seem to be consistent with our approach. Exemptions will be processed while the Commission proceeds with rulemaking.
Integrated Risk-Informed Regulation The BWROG has established the Integrated Risk-Informed Regulation Committee to be the technical arm that will coordinate risk-informed activities in the BWROG. Approximately 25 percent of the BWROG budget goes to risk-informed initiatives. The committee is involved with the Nuclear Energy Institute (NEI) working groups and task forces. The BWROG has recommended that both industry and the NRC assign project managers, establish mutually agreeable schedules, and report progress at the NRC/BWROG management meetings. The staff stated that the committee should work through Robert Pulsifer (Lead PM for BWROG) for all submittals and that the staff will work with the committee in establishing mutually agreeable schedules and expectations.
Option Two The BWROG has a committee working on an Option Two pilot (Quad Cities) which will test the draft NEI classification methodology. They are using NEI 00-02 to assure quality and NEI 00-04 for categorization and treatment. Results of the pilot were provided and the BWROG stated that they support using NEI 00-02 and 00-04. The BWROG stated that the lack of final guidance and exemption uncertainty will put the Option Two pilot on hold in the Fall. The BWROG said they will stay closer to discussions in this area between NEI and the staff. The staff provided a quick status of the South Texas review and the rulemaking effort.
Option Three The BWROG also has a committee working on Option Three programs. Plans and schedules of the committee were discussed. The potential of an open forum on Option Three was thought to be a mutual benefit for the NRC and the BWROG.
Pipe Break Inside Containment The BWROG stated that a survey of the licensing basis of affected plants is ongoing and a review of the staffs prioritization and assumptions for GSI 156.6.1 is continuing with targeted completion by October 2001. This target date was acceptable to the staff.
BWRVIP The BWRVIP provided a discussion on their major activities for this year and the BWRVIP direction beyond year 2001. Executive oversight of industry issues is expected to be maintained. Integrated surveillance program discussions are continuing with an interim safety evaluation (SE) expected by late summer except for the resolution of the fluence issue where the staff is reviewing a General Electric LTR on the subject. The BWRVIP has accomplished
S. A. Richards three implementation assessments of BWRVIP products with INPO assessments being done starting later this year. The staff provided a brief status of the document review progress and expected completion dates.
Emergency Procedures A brief discussion was provided by the BWROG on their emergency procedure activities. No significant technical issues remain and resolution of the remaining open issues would not require a EPG/SAG (Emergency Procedure Guideline/Severe Accident Guidelines) revision.
The BWROG is planning a training seminar to promote a uniform understanding between the utilities.
Risk-Informed Tech Specs The BWROG provided a discussion of their risk-informed technical specification effort. Each of the eight industry initiatives were discussed. Initiative One, "modified end states," was submitted to the NRC on January 5, 2001. The BWROG notes that a delay beyond the targeted completion date of the end of 2001 will alter the BWROG budget. The staff stated that they expect to meet the completion date of December 2001. The BWROG said that the Initiative Two, "missed surveillances," review has been slow. The staff stated that a Federal Register notice for public comment would be issued shortly. Issues discussed by the BWROG included the need for commitment by the NRC to support initiatives and a need for an integrated industry and NRC schedule which would be maintained and updated.
DC Motor Methodology The staff noted that a Regulatory Issue Summary (RIS) is under review to address DC motor methodology and is expected to be issued in July 2001.
Fluence Methodology It was noted that there was a conference call with General Electric on June 8, 2001, on their response to the third set of questions. General Electric will be providing further information regarding their supporting data in the fluence LTR. The staff said that with satisfactory resolution of the issue in the near term, a SE could be available by the end of July 2001.
PASS (Post Accident Sampling Stations)
The staff issued an SE related to LTR NEDO-32991, "Regulatory Relaxation for BWR Post Accident Sampling Stations," on June 12, 2001. The BWROG stated that a TSTF (Technical Specification Task Force) document is in process and will be issued soon.
S. A. Richards RCIC Reportability The BWROG is requesting a response to their March 15, 2001, letter regarding RCIC reportability. The staff noted that a RIS is in concurrence that will address the RCIC reportability issue as reflected in the response to Technical Interface Agreement (TIA) 99-30.
This RIS is expected to be issued by July 2001.
At the close of the meeting, Mr. Sam Collins, Director, Office of Nuclear Reactor Regulation, provided a brief review of future staff activities (i.e., future reactor designs) and Mr. Brian Sheron, Associate Director for Project Licensing and Technical Analysis, provided a brief discussion on NRC needs in budgeting for future power uprates.
