The Standard Technical Specifications Revision 2 (STS R2) camera ready copy has been completed. The STS R2 includes approved NRC/Technical Specifications Task Force (TSTF)

Owners Group (OG) change travelers to STS R1. Enclosure (1) is a paper copy of STS R2 the TSTF OG requested, in order to see the actual typographical layout without the potential format/font errors that can be introduced by different software programs and/or printer setups.

A paper copy of the STS R2 has also been sent to the NRC Public Document Room.

Additionally, the STS R2 may be accessed through the Agencywide Documents Access and Management System (ADAMS), as well as the NRC external web page (http://www.nrc.gov/NRR/sts/sts.htm). Copies are available through the PDR to the public for a fee. The public may visit or contact the PDR located at:

Enclosure 2 DISPOSITION OF INDUSTRY COMMENTS TO DRAFT STS R2 The majority of industry comments were found to accurately identify errors and the errors have been corrected. Where industry comments were not acted upon, the comment is noted by including the sheet upon which it was listed, and the associated reason listed below. The industry comment has been provided an identifying letter, noted on the sheet and the tables below.

B&W STS R2, NUREG-1430 STS SPEC # ID Letter Resolution/Reason for Not Incorporating Comment 3.1.4 a, b, & c STS R2 terminology is not consistent with TSTF-104R0; STS R2 states ...limit specified in the COLR, not ... limit provided in the COLR. STS R2 is correct.

3.1.5 d&e STS R2 terminology is not consistent with TSTF-104R0; STS R2 states ...limit specified in the COLR, not ... limit provided in the COLR. STS R2 is correct.

B3.4.6 o TSTF-263R2 has been incorporated before TSTF-286R2, and there does not appear to be a conflict; STSR2 is correct.

B3.4.7 p TSTF-263R3 introduces new Required Actions B.1 and B.2, which are discussed in the Bases in the same paragraph as RAs A.1 and A.2. The RA B.1 and B.2 paragraphs in TSTF-286R2 that are separate are now paragraphs C.1 and C.2. STS R2 is correct as typed.

3.8.4 various All comments to STS 3.8.4, 3.8.5, and 3.8.6 have been 3.8.5 superceded due to the approval and incorporation of TSTF-360, 3.8.6 which has been proofed by TSB.

B3.2.1A aj TSTF-338R0 and TSTF-290R0 are not consistent. No change required; incorporated correctly into STS R2.

B3.3.5 ay Location of reviewers note on page B3.3.5-2, in Bases Background section, is in correct location.

3.7.10 c The word [recently] was added prior to the words irradiated fuel in Required Action D.2. This was an oversight in TSTF-287.

B3.7.5 r The parenthetical last sentence in the Bases for SR 3.7.5.5 has been appropriately made into a Reviewers Note.

3.8.4 various All comments to STS 3.8.4, 3.8.5, and 3.8.6 have been 3.8.5 superceded due to the approval and incorporation of TSTF-360, 3.8.6 which has been proofed by TSB. 5.6.9 h Reviewers Notes have been numbered; appears appropriate and will remain numbered, though not initiated by a TSTF.

CE STS R2, NUREG-1432 STS SPEC # ID Letter Resolution/Reason for Not Incorporating Comment SR 3.1.3.2 a CE Analog & Digital SR Note 1 has not been deleted, as required per TSTF-284R3. This is an oversight. The SR note 1, stating the SR need not be performed prior to entry into Modes 1 & 2, is redundant to the SR frequency which requires performance well after entering Mode 1; the SR Note 1 is neither needed nor wrong. It will be removed at the next convenient opportunity.

3.8.4 various All comments to STS 3.8.4, 3.8.5, and 3.8.6 have been 3.8.5 superceded due to the approval and incorporation of TSTF-360, 3.8.6 which has been proofed by TSB.

BWR/6 STS R2, NUREG-1434 STS SPEC # ID Letter Resolution/Reason for Not Incorporating Comment 3.8.4 various All comments to STS 3.8.4, 3.8.5, and 3.8.6 have been 3.8.5 superceded due to the approval and incorporation of TSTF-360, 3.8.6 which has been proofed by TSB.

Enclosure 3 NRC TECHNICAL SPECIFICATIONS (TSB) BRANCH INITIATED CHANGES The NRC TSB conducted a review of the draft Standard Technical Specifications Revision 2 (STS R2). Numerous editorial errors were found and associated corrections were made. Since these editorial errors are either redundant to errors found by the industry, or are consistent with approved TSTFs and the agreed upon format of the STS, the majority of TSB found editorial errors and subsequent corrections are not listed here. Listed here are TSB initiated changes that do not have an associated approved TSTF, and changes that need to be made but TSB has decided to incorporate them immediately after STS R2 production in order to avoid delaying issuance.

TSB STS R2 CHANGES NUREG # STS # Description of Change All STS 3.4 & 3.9 Subsequent to approval of TSTF-153 it has been agreed by Specs all that it is poorly written and open to misinterpretation.

Therefore, since the TSB does not intend to approve any additional adoptions of TSTF-153, it has been removed from the STS and the STS R1 wording is retained. Another try at improvement will be addressed post STS R2 issuance.

1433 (BWR/4) & 3.9.1 TSTF-225 has not yet been approved, yet the portion that has 1434 (BWR/6) already been approved for plants is incorporated into STS R2.

The SR 3.9.1.1 frequency change from 7 to 31 days, that is not expected to be approved, has not been incorporated.

1431 (W) 3.3.1 The expected NRC initiated WOG-ED correcting the OTT formula has not been incorporated.

1433 (BWR/4) & 3.4.1 BWROG-ED-9, changing the footnote regarding the stability 1434 (BWR/6) topicals has not been incorporated.

1430 (B&W) 3.7.10 SR 3.7.10.5 does not have a Bases paragraph discussion.

1432 (CE) B3.6.1 The LCO Bases paragraph limit on containment leakage has been changed from 0.1 LA to 1.0 LA; TSTF-52 is in error.
