OF THE DECEMBER 2,1997, MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND SOUTHERN NUCLEAR OPERATING COMPANY On December 2, 1997, the Nuclear Regulatory Commission staff met with representatives of Southern Nuclear Operating Company (SN) at NRC Headquarters in Rockville, Maryland, to discuss SN's plans for dry cask storage at its Edwin I. Hatch Nuclear Power Plant (Hatch).

Representatives of Holtec International (Holtec), British Nuclear Fuels Ltd. (BNFL), Ibex, Westinghouse, and Bechtel also attended the meeting. An attendance list is included as. SN's briefing slides are included as Attachment 2. This meeting was noticed on November 18, 1997.

A representative of SN described its plans for dry cask storage at Hatch and its other nuclear plants. SN believes that applying for a general license will allow it to maintain its reactor licenses through the projected time when the U.S. Department of Energy (DOE) will take the waste, pursuant to contracts it established with the utilities in this regard. The NRC staff noted that SN is also a member of the Private Fuel Storage, LLC (PFS) consortium, which has applied for a license to build an independent spent fuel storage installation (ISFSI) on the reservation of the Skull Valley Band of Goshute Indians. SN affirmed its membership in the consortium and cited it as one reason for choosing the Holtec Hi-Storm dual-purpose cask system for use at the proposed Hatch ISFSI. The Holtec Hi-Storm is one of two designs that would be compatible with both DOE's repository design plans and PFS's storage plans.

The SN representative also discussed SN's spent fuel storage program organization, schedular concerns, and preparations made to undertake a dry cask storage program. The staff noted that Hatch personnel appeared to be taking appropriate preliminary steps to provide for a smooth implementation of its dry storage program. The NRC staff and SN representatives agreed to take all steps necessary to maintain good communication between the organizations and to ensure the appropriate NRC Region II personnel are involved in the process.
