Indian Point Unit 2 (IP-2) Lessons Learned Task Force Report and the Steam Generator Action Plan
Dear Mr. Modeen:
The agency issued the IP-2 Lessons Learned Task Force (LLTF) report on November 1, 2000.
This report has many recommendations for both the industry and the staff. We request that NEI take the lead to review the LLTF report and work with the staff to come to a satisfactory resolution of the industry recommendations. With respect to the LLTF recommendations for the staff, we have integrated the recommendations into our steam generator action plan. The steam generator action plan also includes the major activities for the staffs review of the NEI 97-06 generic change package. Because the LLTF recommendations will impact the staffs schedule for the review of NEI 97-06, we would like to discuss this impact with you.
I believe that the upcoming December 20, 2000, meeting provides an excellent opportunity for discussing both the LLTF recommendations and the staffs steam generator action plan. The agenda includes time for the staff and NEI to discuss the recent steam generator events and activities and to discuss the impact of the LLTF recommendations on NEI 97-06. In addition to this December meeting, the integrated steam generator action plan calls for a steam generator workshop to be held with stakeholders by June 2001. This workshop will provide yet another opportunity for the staff to interact with NEI and other interested stakeholders on steam generator issues.
I take this opportunity to thank you for your letter of October 6, 2000, and Mr. Ralph Beedles letter of November 30, 2000. In the October 6 letter, you provided the industrys conclusions and actions taken in response to the IP-2 steam generator tube failure and the Arkansas Nuclear One Unit 2 steam generator tube in-situ pressure test results. The topics discussed in the enclosure to your October 6 letter are relevant to several of the task force recommendations that I refer to above. We appreciate and encourage continued industry focus in these areas. In the November 30 letter, Mr. Beedle acknowledged the LLTF report and its recommendations for industry. He also suggested that the December 20 meeting would provide an opportunity for the staff and industry to communicate with each other as we both work to address the items identified in the report.
The staff and industry spend significant resources on steam generator tube integrity issues. To achieve efficiency and effectiveness, we recognize the need for frequent and open communications between the staff and our external stakeholders as we work towards closure of these issues. To that end, I welcome NEIs participation in the upcoming meetings.
