TheU.S.NuclearRegulatoryCommissionstaffisissuingasetofdocumentsthatconstituteimprovedguidanceforlicenserenewalforformalpubliccomment.Enclosedisacopyofthe FederalRegisternoticeannouncingtheavailabilityofthedocuments,requestingcomments,andannouncingapublicworkshop.Copiesofthefollowingdocumentsareenclosedwiththis letterforyourconvenience,andwillbeavailableonourwebsiteforanyoneyoumaywantto informwhomightwanttocomment:DraftRegulatoryGuideDG-1104,"StandardFormatandContentforApplicationstoRenewNuclearPowerPlantOperatingLicenses"andtheendorsedNuclearEnergy Institute(NEI)guidancedocumentNEI95-10,"IndustryGuidelineforImplementingthe Requirementsof10CFRPart54-TheLicenseRenewalRule,"Revision2.AdraftStandardReviewPlanforLicenseRenewal,"StandardReviewPlanfortheReviewofLicenseRenewalApplicationsforNuclearPowerPlants"AdraftGenericAgingLessonsLearned(GALL)reportAsdescribedintheFederalRegisternotice,wewillholdapublicworkshoponMonday,September25,2000,from8:30a.m.to4:00p.m.todiscusstheguidancedocumentsand facilitatethedevelopmentofformalcomments.Thestaffisrequestingthatallcommentson thesedraftreportsbesubmittedbyOctober16,2000.Weareparticularlyinterestedin commentsthatwillfocusonthefundamentalquestionoftheextenttowhichexistingprograms adequatelymanageagingeffectsforthestructuresandcomponentswithinthescopeoflicense renewal.Tothatend,weencourageyoutoinvolveindividualsandorganizationswhocan commenton(1)howwelltheimprovedguidancearticulatestheattributesofexistingprograms thatadequatelymanageapplicableagingeffects,and(2)howwelltheimprovedguidance identifiesthoseareaswhereexistingprogramsshouldbeaugmented.Wewouldhopethatthe commentswouldincludesupportingjustificationinenoughdetailforthestafftoevaluatethe needforchangesintheguidance,aswellasreferencestooperatingexperience,industry standardsorotherrelevantreferencematerialsthatprovideasoundtechnicalbasisforsuch changes.Wearealsointerestedincommentsthatwillimprovetheclarityofthedocumentsso thattheimprovedguidancewillensureastableandpredictableevaluationstandardforfuture renewalapplicants.
