October 24, 2000 The Honorable Joe L. Barton, Chairman Subcommittee on Energy and Power Committee on Commerce United States House of Representatives Washington, DC 20515

Dear Mr. Chairman:

The U. S. Nuclear Regulatory Commission (NRC) intends to publish a direct final rule, in the Federal Register, that will amend 10 CFR Part 34, Licenses for Industrial Radiography and Radiation Safety Requirements for Industrial Radiographic Operations; Part 36, Licenses and Radiation Safety Requirements for Irradiators; and Part 39, Licenses and Radiation Safety Requirements for Well Logging, that require the use of specific kinds of dosimeters (film badges and thermoluminescent dosimeters) which require processing. Recent developments in personnel dosimetry have produced other dosimeters, such as the Optically Stimulated Luminescent Dosimeter, that require processing. The amended regulations will allow licensees to use any type of dosimeter that requires processing to determine the dose, provided the dosimeter is processed under the National Voluntary Laboratory Accreditation Program.

Sincerely, Original signed by L. Portner for Dennis K. Rathbun, Director Office of Congressional Affairs

Enclosure:

Federal Register Notice cc: Representative Rick Boucher

October 24, 2000 The Honorable James N. Inhofe, Chairman Subcommittee on clean Air, Wetlands, Private Property and Nuclear Safety Committee on Environment and Public Works United States Senate Washington, DC 20510
