SUBJECT:
GENERAL ELECTRIC NUCLEAR ENERGY (GENE) TOPICAL REPORTS GENE-32950P AND GENE-32084P ACCEPTABILITY REVIEW
Dear Mr. Klapproth:
References:
1.
Letter from J. Klapproth (GENE) to USNRC, "Transmittal of GE Proprietary Report NEDC-32950P, Compilation of Improvements to GENEs SAFER ECCS-LOCA Evaluation Model, dated January 2000 by letter dated January 27, 2000.
2.
Letter from J. Klapproth (GENE) to USNRC, "Transmittal of GE Proprietary Report NEDC-32084P, Revision 1, TASC-03A, A Computer Program for Transient Analysis of a Single Channel," dated January 2000 by letter dated January 27, 2000.
The staff has reviewed the subject topical reports provided in References 1 and 2.
NEDC-32950P (Reference 1) provides a discussion of model and application methodology changes made to the SAFER code since it was last reviewed by the staff. Copies of the required 10 CFR 50.46 reports were also included in the reference. The staff has determined that the letters from GENE to the NRC referenced in NEDC-32950P fulfill the intent of the code change and error reporting requirements of 10 CFR 50.46. Therefore, we conclude that no further review of this item is necessary.
Reference 2 provides NEDC-32084P, which describes the TASC code that has been used as a replacement for the SCAT code in the GENE approved evaluation model. In NEDC-32084P and its cover letter, GENE refers to several "reviews" of the application of TASC as a replacement of SCAT. All of the referenced cases refer to the use of TASC in anticipated operational occurrence (AOO) applications. Application of TASC to LOCA analysis has, to the best of the staffs knowledge, not been reviewed. The staff has examined the information provided in NEDC-32084P and concluded that TASC is a significantly different code from SCAT. Therefore, in order for this topical report to be referenced in GESTAR as an approved
Mr. James F. Klapproth May 24, 2000 method, the staff will need to review the code. The scope of the review and schedule have not been determined and we will contact you to discuss the review process.
Sincerely,
/RA/
