Dear Ms. Hendricks:
The Commission is pleased that you have agreed to participate in a Commission meeting with Stakeholders on Efforts Regarding Release of Solid Material, scheduled for Tuesday, May 9, 2000, from 9:00 a.m. to noon. The meeting will be held in the Commissions Conference Room on the first floor of the Nuclear Regulatory Commissions (NRCs) headquarters building at One White Flint North, Rockville, Maryland. I have enclosed a copy of the meeting agenda for your information (Enclosure 1).
The NRC staff has submitted a paper to the Commission, SECY-00-0070, Control of Solid Materials: Results of Public Meetings, Status of Technical Analyses, and Recommendations for Proceeding, which is provided as Enclosure 2. The paper summarizes the public meetings and written comments on the Issues Paper on control of solid materials, the status of technical analyses supporting decision-making on this issue, international aspects of clearance, and provides an analysis of alternatives. The NRC staff will brief the Commission on its paper in a public Commission meeting which you may be interested in attending on Wednesday, May 3, 2000, from 9:30-10:30 a.m., in the Commissions Conference Room. You are also being provided for information a copy of a Staff Requirements Memorandum issued by the Commission requesting the National Academy of Sciences Study of National Policy Issues on Control of Solid Materials, dated March 8, 2000 (Enclosure 3). The Commission is considering the next appropriate action in response to the staffs recommendation that a final decision on whether to proceed with rulemaking be deferred until completion of a study by the National Academy of Sciences and further development of the information base. To assist the Commission in arriving at this decision, you are requested to provide your views concerning the staffs recommendation in advance of the Commission making its decision. Speakers will participate as panel members as outlined in the enclosed meeting agenda.
To provide the Commission an opportunity to prepare for your presentation, please send 20 copies of your written material to Mr. William Hill in the Office of the Secretary, by May 2, 2000, including testimony, any viewgraphs, visual aids, or other printed materials which you plan to use or distribute to the Commissioners or public at the meeting. Power Point or any other electronic presentation format is also acceptable. If possible, we would appreciate receiving your materials in electronic form. You may e-mail them to wmh@nrc.gov. You may also fax your material to Mr. Hill at (301) 415-1672.
Your presentation should be based on the assumption that Commissioners are familiar with the content of your written material. Please plan your oral presentation for 5 minutes or less, discussing the important points on which you wish to focus the Commissions attention. The Commission prefers that you do not read verbatim from a testimony. Although the briefing has been scheduled for three hours, the Commission is requesting that speakers keep their presentations within the time guidelines in order to give the Commission an opportunity to ask questions of all the participants. It is difficult to predict the amount of time the Commission will desire for the questions and answers session following the presentation of each panel.
Therefore, it is suggested that you keep your afternoon schedule flexible should the Commission desire to continue any of the panel discussions after lunch. If you have any questions, you may contact Mr. Hill directly by telephone at 301-415-1661. Please bring 100 copies of your material to the meeting for members of the public. If you are unable to provide these copies, please advise Mr. Hill.
The Commission conference room is equipped with a television graphics system for viewing visuals. I am enclosing guidelines for preparing your briefing visuals, if you plan to use them, to ensure that they will be compatible with this system (Enclosure 4). If you intend to use viewgraphs, please notify Mr. Hill as soon as possible.
The NRC Headquarters office is located adjacent to the White Flint Metro Sation on Rockville Pike and Marinelli Drive, Rockville, Maryland. The White Flint Station is on the Red Line of the Washington area subway system. The trip from Metro Center takes about 40 minutes.
Reserved visitor parking for Commission guests is also available. Please check with the security staff at the entrance to the garage, which is at the rear of the building, when you arrive.
If you plan to used reserved parking, please notify Mr. Hill in advance.
