Dear Mr. Davis:
The purpose of this memo is to inform you of a joint Federal/State/local Tabletop Emergency Exercise (TTX) in Lynchburg, Virginia on May 24, 2000 (named Cavalier Challenge). The scenario for this TTX will include a nuclear fuel facility. The Nuclear Energy Institute (NEI) is invited to select up to 6 attendees from among its member utilities to attend as observers. We suggest invitations for attendance include Virginia Power, Tennessee Valley Authority, and Arizona Public Service Company, based upon informal contacts that have been made regarding the TTX.
Cavalier Challenge will begin at 10:00am and terminate at approximately 4:30pm on Wednesday, May 24, 2000. Participation by the NRC will include an NRC Commissioner, a Regional Administrator, and other senior managers. Participants from other agencies and organizations are expected to include BWX Technologies, the Federal Bureau of Investigation (FBI), the U.S. Department of Energy (DOE), the U.S. Federal Emergency Management Agency (FEMA), the U.S. Environmental Protection Agency (EPA), nuclear industry representatives, and State and local government representatives.
Please provide us your list of attendees by May 10, 2000, and we will provide them with additional technical and logistical information on the TTX. You may provide the attendee address list to Henry Bailey of my staff at (301) 415-7483 or e-mail him at hab@nrc.gov.
