Withdrawal of License Amendment Request - "License Amendment Request (LAR) 14-05; Design and Evaluation of Seismic Class I Structures Using ASCM Developed Floor Response Spectra" The purpose of this letter is to withdraw LAR 14-05 (Reference 1), which the Omaha Public Power District (OPPD) had requested to permit the use of seismic floor response spectra in the design and evaluation of seismic Class I structures and structural elements attached to structures. The NRC had previously (Reference 2) approved these spectra for use in piping, and heating, ventilation, and air conditioning (HVAC) design at Fort Calhoun Station.

In Reference 3, the NRC requested additional information concerning LAR 14-05 to which OPPD responded in Reference 4. A follow-up teleconference with NRC staff was held on February 27, 2015 to discuss the Reference 4 response. As a result of the teleconference, OPPD is withdrawing LAR 14-05 and expects to re-submit a more comprehensive LAR on this issue after further review.
