Management Change Fort Calhonn Station, NRC Docket 50-285, DPR-40 The purpose of this letter is to inform the Nuclear Regulatory Commission ("NRC") that effective August 27, 2012, Michael Pro spero, an employee of Exelon Generation Company, LLC
("Exelon"), was named the Plant Manager at Fort Calhoun Station (FCS). Omaha Public Power District ("OPPD") owns and is the licensed operator ofFCS.
Although Mr. Prospero remains an employee of Exelon, he is also the Plant Manager at FCS.
Through a contract between OPPD and Exelon, in his capacity as FCS Plant Manager, Mr.
Prospero reports to the Site Vice President (also an Exelon employee), but serves at the discretion of the OPPD Chief Executive Officer or his designee (also an OPPD employee). In this regard, Mr. Prospero has been granted the authority to represent OPPD on matters before the NRC and to sign certain FCS-related documents under oath and affirmation in the absence of the FCS Site Vice President. This authority is in accordance with the provisions of Nuclear Regulatory Commission Regulatory Issue Summary 01-018, Requirements for Oath or Affirmation.
OPPD remains the owner, operator, and licensee for FCS and retains all authority and control for licensed activities under the OSA and final decision-making authority for the safe operation of FCS and regulatory compliance. This approach is consistent with the regulatory requirements of 10 CFR 50.80 and does not trigger a review pursuant to NRC Regulatory Issue Summary 2001-06, "Criteria for Triggering A Review Under 10 CFR 50.80 For Non-Owner Operator Service Companies."
