SUBJECT:

Closure of NRC TAC Issues for Fort Calhoun Station, Unit No.1 The Omaha Public Power District (OPPD) has completed the necessary actions associated with the open TAC issues listed in the Attachment. Subject to agreement by the NRC/NRR Project ManaQrer, these issues are ready to close. The attached list of TAC issues are subsequent to those of the previous TAC Closure letter (Reference 2).

No commitments to the NRC are made in this letter.

ME0051 October 15, 2009 "Containment Recirculating Air Cooling and Filtering System," by adding two new Surveillance Requirements (SRs) and modifying SRs 3.6(3)b, e and f. In addition, the amendment removed the license conditions related to the replacement and testing of containment air cooling and filtering (CACF) uni,t high-efficiency particulate air filters and surveillance testing of the CACF unit relief ports.

261 The amendment modified the allowed M09388 ' November 12, 2009 outage time for both unit auxiliary transformers while deleting diesel generator (OG) operability verifications as delineated in Technical Specification (TS) 2.7(2)a, and deleting OG operabHity verifications and special report requirements for house transformer

263 The amendment added steam generator ME0596 December 14, 2009 blowdown 'isolation operability and surveillance requirements to the TSs.

These requirements were needed because of a plant modification to add an interlock that would automatically isolate steam generator blowdown following a reactor trip. In addition, the amendment modified the remedial actions for channels that currently contain a key-operated bypass switch by deleting the term "key-operated" so that channels with a bypass switch that are not key-operated may be bypassed as well.

264 The amendment modified the TSs as ME1484 September 9,2010 follows: (1) revised the definition for Operable-Operability; (2) modified the provisions under which equipment may be considered operable when either its normal or emergency power source is inoperable; (3) deleted TS limiting condition for operation (LCO) 2.0.1 (2); (4) deleted diesel generator SR 3.7(1 )e; and (5) relocated the guidance for inoperable power suppUes and verifying the operability of redundant components into the LCO for electrical equipment 2.7, "Electrical Systems."

265 This emergency amendment modified TS ME3992 June 2, 2010 2.15, "Instrumentation and Control Systems," Table 2-5, Note c to allow a one-time extension of the 7 -day allowed outage time for inoperability of Item 4, "Safety Valve Acoustic Position Indication," to allow repair prior to the next entry into Operating Mode 3 (Hot Shutdown) from Operating Mode 4 (Cold Shutdown).

,1mplementation Date N/A The NRC staff reviewed information submitted by OPPD in response to Bulletin 2007-01, "Security Officer Attentiveness," and concluded that the information is adequate. Based on this review, the NRC closed Bulletin 2007-01 with no further action required.

MD7602 N/A N/A OPPD's original submittal of an LAR seeking NRC approval of the cyber security plan was withdrawn and superseded. The new LAR contains a revised cyber security plan.

ME2669 N/A N/A In May 2008, OPPD requested relief for one operating cycle from certain American Society of Mechanical Engineers (ASME),Section XI requirements with regard to replacement of valve LCV-383-2 (safety injection and refueling water tank outlet header level control valve). lCV-383-2 was replaced during the 2009 refueling outage, which eliminated the necessity for relief from the ASME,Section XI requirements.
