Dear Mr. Miraglia:

As you 'are aware, Combustion Engineering has undertaken a series of  !

modifications to the Combustion Engineering Standard Safetg Analysis l Report - FSAR (CESSAR-F) which described our System 80 design.

These modifications are in compliance with the Standardization and Severe Accident Policy Statements and are intended to result in the upgrading of i our current Final Design Approval (FDA-2) to a Design Certification. The enhanced and expanded design will be called System 80+M. Since the goal of our program is to upgrade our current FDA-2 to a Design Certification, we will refer to the revised CESSAR-F as CESSAR-DC.

Our recommendation on the docketing process and your response have been described in the reference letters. Pending final resolution of these concerns, the enclosure to this letter provides you with the planned revisions to Chapters 10 and 17 of CESSAR. The revisions are identified by bars in the right-hand column which are numbered as Amendment 12.

In addition, we continue to request some clarification of the category and limit of the fees to which we will be liable.
