As y(n are aware, Combustion Engineering is actively involved in the natio:nl effort to develop Advanced Light Water Reactor (ALWR) designs l l

and we are currently refining our System 80R pressurized Water Reactor standard design. System 80, as described in the Combustion Engineering Standard Safety Analysis Report - FSAR (CESSAR-F), currently holds a Final Design Approval and is the basis for three licensed units (two currently in -- and a third nearing -- commercial operation at the Palo Verde Nuclear Generating Station). This notable achievement is in part attr butable to the professional working relationship that has been mair tained between Combustion Engineering and the NRC Staff throughout the Syrtem 80 review process. It is our intention that this relationship be maintained throughout the pending review of System 80 for Design Certific' tion.

The rtterence letter provided a discussion of Combustion Engineering's current ,9ns for submitting the System 80 design for Design Certification.

Also discussed was the concept of establishing at least an inter'm Licensing Basis Agreement (LBA), the intent of which would be to provide the procedures and guidelines that would allow a meaningful Design Certification review of System 80 to be completed.

Combustion Engineering is, therefore, pleased to provide the enclosed draft Licensing Basis Agreement for your review and comment. This draft Licensing Basis Agreement is based, in part, on the draft General Electric Licensing Basis Agreement dated February 10, 1987. I The draft Licensing Basis Agreement provides you with a brief description of Combustion Engineering's System 80 Design Certification effort as well as its relation to the EPRI ALWR Design Requirements Program and the i DOE Design Verification Program. Included is our anticipated schedule for the certification of System 80.
