Dear Mr. Eisenhut:

The enclosed report demonstrates the capability of the System 80" NSSS to achieve cold shutdown with a Reactor Vessel Upper Head (RVUH) steam void using only safety grade systems. As noted in the reference, the analysis assumes that the reactor coolant head vent system is available to help reduce the void in the RVUH. Based on our discussions with the Staff, we believe that this submittal should close out Confirmatory Item 9 of the CESSAR-F SER. We also recognize that demonstration of a natural circulation cooldown on the prototype System 80 plant will be addressed during startup testing at the Palo Verde Nuclear Generator Station 1.
