In Reference 3, the NRC documented a non-cited violation (NCV) of the Facility Operating License and 10 CFR 50.48 for failure to install a 3-hour fire-rated damper between the auxiliary feedwater pump room and the 480 Volt normal switchgear room.
The subject damper installation was committed to in Reference 1 and reflected in Reference 2.
In Reference 4, the site notified the NRC of a change in commitment, which deleted the commitment to have fire-rated dampers (3-hour or equivalent) installed in all return ventilation ducts that penetrate the boundaries of the rooms (auxiliary feedwater pump rooms), based on a revised calculation that was completed following the issuance of the NCV in Reference 3.
During recent reviews for NFPA 805, engineering staff identified four additional return ducts without fire dampers that penetrate the barriers of the auxiliary feedwater pump rooms, that were not evaluated as part of the justification for the commitment deletion.
To resolve this issue, Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), entered the issue in the site's corrective 171 7 Wakonade Drive East Welch, Minnesota 55089-9642 Telephone: 651.388.1 121
Document Control Desk Page 2 action program and completed a Fire Protection Engineering Evaluation, FPEE-12-004, AFW Pump Room Ducts without Fire Dampers, concluding, as identified in the previous evaluation done in 2007, that the lack of fire dampers in the four additional locations have no impact on safe shutdown capability, therefore the justification for the original commitment deletion is still valid.
Summary of Commitments This letter contains no new commitments and no revisions to existing commitments.
