On June 12, 2003, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2003-01, "Control Room Habitability," requesting information on this subject (Reference 1). In response to this NRC request, NMC submitted the requested information for Monticello Nuclear Generating Plant (MNGP) on November 18, 2004 (L-MT-4-049) (Reference 2) and for Prairie lsland Nuclear Generating Plant (PINGP) on December 9, 2003 (L-PI-03-114) (Reference 3). As part of these responses, NMC committed to submit corresponding Technical Specification (TS) changes to incorporate a Control Room Integrity Program within 180 days from the NRC issuance of TSTF-448 for adoption. On January 15, 2008 (Reference 4), NMC notified the NRC of commitment changes to submit TSTF-448 related TS changes for PINGP and MNGP.
During a recent review of the status of industry submittals for TSTF-448, it was noticed that those plants with a neutral control room were being asked by your staff to provide additional information regarding surveillances that would serve as comparable alternatives to a differential pressure test currently performed by the pressurized control room plants. Since Prairie lsland falls in the neutral control room category, further evaluation is needed to develop acceptable alternative surveillances.

Document Control Desk Page 2 This subject was discussed with your staff during a recent conference call. Thus, in order to allow adequate time to develop an acceptable submittal for Prairie Island, taking into consideration the current industry status, NMC is notifying the NRC staff of a revised commitment date for the respective license amendment request (LAR) submittal for PINGP.
The revised commitment is to submit the TSTF-448 related LAR following the guidance of the consolidated line item improvement process (CLIIP) by May 2, 2008. This change in commitment has been discussed with the respective NRR Project Manager.
The respective MNGP LAR submittal has been made in accordance with the commitment included in Reference 4.
Summary of Commitments This letter contains one revised commitment for PINGP.
"The revised commitment is to submit the TSTF-448, Revision 3 related LAR following the guidance of the CLllP by May 2, 2008".
