Subject:

Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 Partial Withdrawal of License Amendment Request No.120 On January 29, 1998, Duquesne Light Company (DLC) filed License Amendment Request 120 for review by the NRC. Review of two topics was requested:

1. An unreviewed safety question due to increased calculated doses for a locked rotor event, and
2. Use of an unapproved methodology for evaluating small break LOCA doses involving Westinghouse Nuclear Safety Advisory Letter (NSAL)93-016 considerations.

DLC now requests that the NRC review of the small break LOCA methodology portion of our submittal be withdrawn. A new analysis of small break LOCA doses has been completed using methodology suggested in NSAL 93-016 (Rev.1) and based on discussions with your staffin January,1999. The results of the reanalysis show that the small break LOCA doses are less limiting than the large break LOCA. Therefore, the UFSAR discussion of the small break dose evaluation is now obsolete and will be removed from the UFSAR via the provisions of 10 CFR 50.59. Information describing I doses for the limiting LOCA (large break) will remain in the UFSAR.

Any further questions regarding this submittal may be directed to Afr. hl. S. Ackerman at (412) 393-5203.

Sincerely,
