Pursuant to 10 CFR 50.90, Florida Power 8 Light Company (FPL) requests to amend Facility Operating License NPF-16 for St. Lucie Unit 2 by incorporating the enclosed Technical Specifications (TS) revisions.
The amendment will revise Index Page III; TS 1.10, Dose Equivalent 1-131; TS 2.1.1.2, Linear Heat Rate; Bases 2.1.1, Reactor Core; Bases Figure B2.1-1, Axial Power Distributions for Thermal Margin Safety Limits; Bases 2.2.1, Reactor Trip Setpoints (Variable Power Level-High); TS 3.1.1.1/4.1.1.1.1, Shutdown Margin - Tavg Greater Than 200'F; TS 3/4.1.1.2, Shutdown Margin - Tavg Less Than or Equal to 200'F; TS 3.1.2.2, Boration Systems Flow Paths - Operating; TS 3.1.2.4, Charging Pumps - Operating; TS 3.1.2.6, Boric Acid Makeup Pumps - Operating; TS 3.1.2.8, Borated Water Sources - Operating; Bases 3/4.1.1.1 and 3/4.1.1.2, Shutdown Margin; Bases 3/4.1.2, Boration Systems; and TS 6.9.1.11, Core Operating Limits Report (COLR).
The core operating limits for shutdown margin willbe relocated to the St. Lucie Unit 2 COLR.
The proposed amendment includes analyses performed to establish new analyses of record for certain transients in connection with FPL's Reload Process Improvement program. These analyses are based on a "bounding fuel cyde" core design which, in conjunction with the proposed TS revisions, willprovide flexibilityin the fuel management scheme for any specific reload cycle and will provide enhanced margins for future re-analysis and plant operations.
It is requested that the proposed amendment, ifapproved, be issued by September 1, 1999.
Enclosed is FPL Engineering Safety Evaluation PSL-ENG-SEFJ-97-037, Revision 0, "St. Lucie Unit 2, No Significant Hazards Evaluation, Proposed License Amendment for Implementing Bounding Fuel Cycle Safety Analysis Report, December 10, 1998." Section 3 of the FPL evaluation provides the basis for the proposed TS revisions, a summary of changes in the analytical methods used for St. Lucie Unit 2 safety analyses, and a summary of selected results from re-analyses that were performed to support this amendment request.
Section 4 of the FPL evaluation contains the No Significant Hazards Determination, and Attachment 1 to the evaluation includes the affected TS pages marked-up to show the proposed revisions. of the FPL engineering evaluation is the supporting "St. Lucie Unit 2 Safety Analysis Report for Initial Application of PAC and NPAC, Revision 4: Asea Brown Boveri, t Combustion Engineering Nuclear Operations (ABB-CENO); December, 1998."
Approval of the proposed license amendment and the supporting analyses described in the ABB-CE report is contingent upon NRC approval of the ABB-CE Topical Report entitled, "CENPD-275, Revision 1-P, Supplement 1-P, C-E Methodology for PWR Core Designs Containing Gadolinia-Urania Burnable Absorbers; June 1997," submitted to the NRC staff for review on June 30, 1997.

The proposed license amendment changes requirements with respect to installation or use of a facilitycomponent located within the restricted area as defined in 10 CFR Part 20.
The proposed amendment involves no significant increase in the amounts and no significant change in the types of any effluents that may be released offsite, and no significant increase in individual or cumulative occupational radiation exposure.
FPL has concluded that the proposed amendment involves no significant hazards consideration and meets the criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9) and that, pursuant to 10 CFR 51.22(b), an environmental impact statement or environmental assessment need not be prepared in connection with issuance of the amendment.
The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board.
In accordance with 10 CFR 50.91 (b)(1), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
