"During an NRC Office ofInvestigations (OI) investigation conducted from September 24, 1997 through February 25, 1998, a violation ofNRC requirements was identified. In accordance with the 'General Statement ofPolicy and Procedures for NRC Enforcement Actions,'UREG-1600, the violation is listed below:
10 CFR 55.49, Integrity ofExaminations and Tests, requires that applicants, licensees, and facilitylicensees shall not engage in any activity that compromises the integrity of any application, test or examination required by this part.
Contrary to the above, on September 9, 1997, the facilitylicensee engaged in an activity that compromised the integrity ofan examination oftwo senior reactor operator license candidates.
Specifically, a Training Department employee divulged to the two sequestered candidates information regarding a portion ofthe simulator examination.
The employee stated to the candidates that the crew just examined received a loss of charging scenario.
This in effect provided the two candidates with the knowledge that they would not be receiving the loss ofcharging scenario.
This statement constituted an activity that compromised the integrity ofa licensing examination required by 10 CFR Part 55, and resulted in a need to modify the originally planned simulator portion ofthe examination.

RESPONSE TO FINDING 1.
Florida Power &Light Company (FPL) concurs with the finding.

Reason for the violation:
The event which resulted in the violation was due to the inadvertent exchange of information among candidates and the Training Department employee whic'h resulted in a compromise ofexamination security. The Training Department employee erroneously disclosed to the candidates the simulator scenario that one ofthe candidates would have been examined on.

Corrective steps which have been taken and the results achieved:
The Training Department employee promptly reported the mistake to the Training Manager, who in turn, immediately notified the NRC examiners.
This allowed the examiners to change the simulator examination scenarios prior to the administration of the examination to the candidates involved, thereby restoring the integrity ofthe examination.
The candidates and Training Department employee associated with the inadvertent exchange ofinformation have been counseled on the inappropriateness of their conduct.
Allpersonnel involved with the September 1997 license examination (instructors and candidates) were briefed on the requirements and expectations concerning examination security.
The Administrative Guideline (AG-016) dealing with initial license examination development was revised to include the following: 1) to provide guidance to keep candidates and anyone having knowledge ofthe examination separated by stating that anyone having signed on to the security agreement shall not provide escort/proctor duties,
- 2) to add a statement ofunderstanding ofthe process and consequences ofviolating the security requirements, emphasizing the candidate's role in examination security. This statement is signed by the candidates(s).
AllOperations Training Instructors have been trained in the AG-016 revisions discussed above.
Corrective actions which willbe taken to prevent further violations:
Allcorrective actions taken have been identified under item 3) above. The effectiveness ofthese corrective actions willbe closely monitored during the upcoming initial license examination development process for the August 10, 1998 Reactor Operator/Senior Reactor Operator upgrade examination.
The Training Department Manager willprovide a written report to plant management verifying the effectiveness ofthe corrective actions.

Full compliance was achieved on September 9, 1997, when the simulator examination scenarios were changed.
Allcorrective actions identified under item 3) above have been implemented.
