Dear Mr. Pierson:

Enclosed are one single sided and five double sided copies of our criticality code validation report for review. The report provides valid:. tion of the SCALE 4.3 code system for 235 AVLIS plant uranium enriched up to 10% in the U isotope.

As you are aware, criticality code validation in the regime between 5% to 10%

enrichment has not heretofore been thoroughly explored. Furthermore, there has been much industry interest in enrichments above 5%. USEC considers the criticality code validation report as supporting a generic regulatory improvement or effort. In that light, it is requested that NRC review fees for this report be waived in accordance with 10 CFR 170.31 footnote 5 (c).

We discussed the validation effort in our July 29,1997, meeting. Should you desire another meeting to discuss the specifics of this report, we can arrange such at your convenience.

We are relying on the SCALE 4.3 code system, based on this validation, to perform AVLIS criticality safety analyses. These analyses are essential to completing the AVLIS design.

Please advi.,e us by May 22,1998 if you believe this report is not adequate to support the use of

- SCALE 4.3 for AVLIS.
