Management," dated November 21,1994 This letter is to infonn the NRC of a change in the Duquesne Light Company (DLC) schedule for implementing the industry position on severe accident management, approved by the Nuclear Strategic Issues Advisoiy Committee of NEl on November 4, 1994, which had been communicated to the NRC in a letter dated March 29,1995.

The industry position contained in the referenced NEl letter and included in the DLC March 29,1995 correspondence states each licensee will:

Assess current capabilities to respond to severe accident conditions using Section 5 of NEl 91-04, Revision 1, " Severe Accident issue Closure Guidelines."

W Implement appropriate improvements identified in the assessment, within the constraints of existing personnel and hardware, on a schedule to be detennined by each licensee and communicated to the NRC, but in any event no later than December 31,1998, it has been determined that Beaver Valley Power Station (BVPS) will be unable to complete these actions by December 31,1997, as stated in our March 29,1995 letter.

Beaver Valley Power Station, Unit No. I and No. 2 Severe Accident Management Guidance Page 2 Our re, vised schedule is to complete the assessment of the BVPS severe accident mar.agement capabilities and the incorporation of identified enhancements by December 3',,1998. Several unanticipated work activities such as the ongoing Generic Letter 96 91 reviews, the extended Unit 2 sixth refueling outage and the response to the 10 CFR 50.54(f) request dated October 9,1996, "Regarding Adequacy and Availability of Design Bases information," were contributing factors in the need to adjust the schedule for completing the severe accident management activities.
