Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 SPEAKOUT Pro ram In our letter L-96-160 dated June 20,
- 1996, FPL stated that improvements would be made to the SPEAKOUT program by early September 1996.. The purpose of this letter is to notify you that we have completed our planned improvements in accordance with the early September 1996 schedule.
In the first quarter of 1996, FPL initiated a self-assessment of its SPEAKOUT program.
Additionally, in April-May 1996, the NRC performed an inspection (IR"96-05) of the program.
FPL reviewed results of both the assessment and the NRC's inspection report and developed and implemented several improvements.
The more significant improvements are as follows:
SPEAKOUT staffing has been increased at the sites More detailed response letters are being provided to the concerned person Periodic assessments of the program (approximately annually) will be performed Recommendations will be tracked through final disposition FPL continues to take actions to assure that employees are aware of the importance of reporting safety concerns.
Senior management has communicated its expectations to all levels in the organization.
Supervisors and managers are encouraged to maintain an atmosphere in which employees feel free to raise concerns.
Additionally, FPL continues to maintain and improve on its successful SPEAKOUT program which provides an alternative path for voicing concerns.
