Thermo-La 330-1 Fire Barriers The purpose of this letter is to provide the NRC Staff with the current status and schedule for the resolution of several issues concerning the use of Thermo-Lag fire barriers at Turkey Point Units 3 and 4.
Chemical Com osition Florida Power and 'Light Company (FPL) has completed its actions in responding to NRC questions on chemical analysis of Thermo-Lag fire barrier materials.
In FPL letter L-95-200, dated July 13,
- 1995, FPL provided the Turkey Point specific results of the chemical testing of Thermo-Lag fire barrier materials to verify consistency of chemical composition.
At that. time, it was shown that the chemical test results for the Turkey Point specific samples were within the acceptance criteria.
Subsequent to FPL's July 13, 1995 response, the Nuclear Energy Institute (NEI) completed its generic chemical testing program for Thermo-Lag samples.
NEI transmitted the results of this program to the NRC by letter dated October 3,
1995.
The overall NEI test program (including 169 utility provided samples) demonstrated that the composition of Thermo-Lag fire barrier materials has remained consistent throughout the production dates of 1984 to 1995.
Based upon the Turkey Point specific test results contained in FPL's July 13, 1995 letter and the results of the NEI industry test program, a sufficient basis is provided to close the issue of chemical composition of Thermo-Lag fire barrier materials at Turkey Point.
This letter, coupled with FPL's July 13, 1995
- response, and the NEI test program, completes FPL's commitments on chemical analysis of Thermo-Lag barrier materials for Turkey Point Units 3 and 4.

NEI A lication Guide FPL is aware of NRC concerns regarding the NEI Application Guide as stated in Enclosure 1 to a letter by Mr. Conrad E. McCracken of NRC to NEI dated October 16,
- 1995, and will take them into consideration when the guide is used as an acceptable alternative to GL 86-10, Supplement 1, for determining the adequacy of fire barrier systems at Turkey Point.
Plant Modifications By FPL letters L-95-074, dated March 24,
- 1995, and L-95-200, dated July 13,
- 1995, FPL stated that based on a satisfactory resolution of the important fire barrier parameter issues and concerns related to the use of the NEI application guide, FPL will reassess and describe its plans for resolution of Thermo-Lag issues and any changes to previously submitted plans and modification schedules by November 15, 1995.
The current schedule for resolution of these issues is as follows:
Indoor fire areas (not including containment):
In 1996, FPL will address Thermo-Lag ampacity derating, barrier material selection, revision of the barrier installation specification, and preparation of engineering change packages for repairing barriers.
By the end of the third quarter of 1996, FPL plans to submit the modification material selection and a summary description of the installation design for NRC review and approval.
Assuming NRC approval in late 1996, FPL will budget and schedule implementation of corrective modifications beginning in 1997, with completion in 1998.
Outdoor fire areas:
FPL has responded to NRC questions on the proposed outdoor area exemption.
FPL will provide a
schedule within 90 days of NRC's approval of the FPL exemption request.
Containment:
Unit 3 walkdown data collection has been completed and a Unit 4 walkdown is scheduled for the 1996 refueling outage.
After the walkdown information has been evaluated, FPL will assess its options and inform the NRC of plans regarding containment fire barriers by the end of the third quarter of 1996.

Am acit Deratin FPL received additional NRC questions dated September 29,
- 1995, specifically concerning the ampacity derating issue.
FPL will provide a site-specific schedule and plans to address the ampacity derating issue for Thermo-Lag fire barriers by separate correspondence.
