50-250 and 50-251 Generic Letter 89-19 Request foz Action to Resolution of Unresolved Safety Issue A-47 "Safety Implications of Control Systems in LWR Nuclear Power Plants" Pursuant to 10 CFR 50.54 f TAC No. M75011 M75012 By letter L-90-108, dated March 19, 1990, Florida Power and Light Company (FPL) provided a response to the recommendations in Generic Letter 89-19.

Included in this response was the following commitment:

"The NRC staff is currently reviewing the Nuclear Steam Supply System vendor specific revised standard technical specifications.

Recommendations foz specific Limiting Conditions for Operation pertaining to steam generator overfill protection should be addressed as part of that review.

Specific changes to Turkey Point Technical Specifications will be addressed upon completion of that review."

In September 1992, the NRC issued NUREG-1431, Standard Technical Specifications Westinghouse

Plants, which includes specific Limiting Conditions for Operation for steam generator overfill protection.

FPL has reviewed the applicable Technical Specifications in NUREG-1431 and concluded that Turkey Point Units 3 and 4 plant procedures include provisions to periodically verify the operability of the main feedwater (MFW) overfill protection and ensure that the automatic overfill protection is operable during reactor power operation.

In response to discussions with the staff, FPL commits to revise the Technical Specifications for Turkey Point Units 3 and 4 to include specific requirements for steam generator overfill protection.

FPL agrees to submit proposed license amendments to the NRC prior to December 31, 1993.
