1 The cost estimating tables included in support of the decommissioning cost estimates were the summary of approximately 36 other tables (currently available for' review at
-l our Windsor offices) that were utilized to collate the data physically gathered at the nuclear fuel manufacturing facilities. This ~ gathering process consisted of taking measurements of the walls, floors, ceilings, and equipment. comprising the physical plant of the manufacturing facility, calculating' the volumes and/or surface areas off i
these features, and entering the resultant data into spreadsheets for subsequent j
analyses. These analyses were used to predict the volumes of radioactive waste that.
~
can be reasonably expected from decommissioning operations.

s The radioactive waste stream predicted by the' above referenced analyses was then _
analyzed as follows: It was assumed that some of the radioactive waste generated i
during decommissioning would be volume reduced by cutting, or otherwise breaking
{
it into smaller pieces prior to shipping it to an approved waste' processor. This process was assumed to reduce the radioactive waste volume by a factor of thirty.-
percent (30%). It was further assumed that the processor would effect significant i
additional volume reduction prior to sending the remaining radioactive waste for -
burial at an approved disposal site. The reduction in volume achievable through this i
process was assumed to be approximately seventy percent (70%). The capability to j,
realize the reductiori factors used in this scenario has been previously demonstrated, both at the manufacturing facility and the waste' processing facility..*Ihe costs shown on the estimating tables were projected from the results of these analyses.

Since the cost of decommissioning is stated in the Decommissioning Funding Plan, it
.l is suggested that the standby trust agreement not be revised at this time. At the' time of activation of this standby trust agreement, Combustion Eng' eering will give a m
current cost estimate for decommissioning to the trustee under this agreement.
