Dear Dr. Tokar:
This letter provides an update to our submitted Hematite Emergency Plan (Reference),
reflecting significant plant changes.
This submittal is a complete update of the Emergency Plan, compiling the additional information supplied on April 26,1993, and May 29,1993. Enclosure I provides an explanation of substantive changes from those previous submittals. Enclosure II provides a list of effective pages. Enclosure III provides the actual pages of the Emergency Plan. Six (6) copies of this document are provided for your use.

EXPLANATION OF CHANGES l
A revised Hematite Emergency Plan is submitted herein. Numerous editorial changes j
have been included in this complete submittal of the revised Plan. Substantive l

changes are discussed below.

in general, the Emergency Plan has been updated to reflect plant changes since the original submittal; especially concerning the Hematite Consolidation Project.

Section 1.4 and Table 1.4 have been revised to delete trichloroethane, whose use has j
recently been discontinued.
I Section 2.1.1 has been changed to clarify how a spill may be detected.
Section 2.1.13 has been changed in the case of a significant leak of anhydrous l
ammonia which would dictate an evacuation of the plant. In this case, the evacuation f
alarm (not the site paging system) would be used.

Table 2-1 has been revised to include the calculated nearest resident's uranium intake for the postulated UF Release event. In addition, a typographical error for the 6
calculated bone dose as a result of the postulated UF Release event has been s
corrected. The effective dose equivalent values in this table were calculated based i
4 upon the weighting factors of the International Commission on Radiological Protection (ICRP) Publications No. 26,28 and 30, consistent with the methods of NUREG 1140.
Section 3.0 has been reworded regarding the use of the double contingency principle in process design. The rewording is consistent with that of the license.
In Sections 4.2 and 4.2.1 and 5.1, the Emergency Director is the Manager, Facilities or a designated alternate.
In several places in Section 4.2, the responsibilities of the Emergency Director have been changed to include advising outside supporting agencies. Similarly, in Section 5.2.3, the inference that the Emergency Director " controlled" the offsite response was deleted.
In Section 5.1, the emergency alarm would be used to activate the emergency response team.

Section 5.2 has been changed to describe the method of dose calculation as consistent with that of NUREG 1140.
In Section 5.5.1.1, the emergency dose limit for the saving of a life was changed, consistent with the EPA's Protective Action Guide Manual.
In Section 6.2, voice and hand signals have been deleted as a standard form of communication during an emergency. While this form of communication may still be used in certain circumstances, the Hematite plant has grown larger in the recent past; thus, reliance upon voice and hand signals has been reduced. Other forms of communication have been improved. The Site Paging System has been added.
In Section 6.4.1, the description of the criticality alarrn system has been improved.
Section 7.5 has been revised to specify biennial reviews of the Emergency Plan and implementing procedures. This is consistent with the review frequency for procedures in the license.
I Section 7.6 has been modified to specify quarterly testing of the emergency and nuclear alarm systems. This revision is consistent with the license requirements.
In Section 8.1, the discussion of an incident summary prepared by the Manager, Regulatory Compliance has been revised. Such a summary is prepared when the Manager, Regulatory Compliance deemes it to be appropriate.
