& Light Company (FPL) requests to amend Facility Operating License DPR-67 for St. Lucie Unit 1.

The proposed amendment revises Technical Specification (TS) 3.3.3.2 by changing the operability requirements for the Incore Detection System.

Linear Heat Rate TS 4.2.1.4.b.l is also revised by increasing the measurement-calculational uncertainty factor commensurate with the number of inoperable incore detector locations.

The proposed amendment facilitates full power operation of St. Lucie Unit 1 for the remainder of Cycle 11 and will remain effective from the date of 'issuance until April 30, 1993.

Attachment 1 is a

marked up copy of the proposed Technical Specification change.

Attachment 2 is a Safety Analysis in support of the proposed amendment.

Attachment 3 is the "Determination of No Significant Hazards Consideration."

Enclosure 1

is an Engineering Report of the analysis performed in support of this operational change.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.

In accordance with 10 CFR 50.91 (b)(1),

a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
