50-250/50-251 Licensed Operator Instructor On-Shift Time The purpose of this letter is to describe a change to the Turkey Point Licensed Operator Training Program.

In 1987, the program was revised to include 56 hours6.481481e-4 days <br />0.0156 hours <br />9.259259e-5 weeks <br />2.1308e-5 months <br /> of on-shift time each quarter for licensed operator instructors.

The purpose of the on-shift time was for the instructors to keep abreast of plant conditions and modifications.

At the present time, the program is being revised to eliminate this requirement.

Subsequent to the dual unit outage, the number of plant changes have been minimized, and plant conditions have stabilized, as demonstrated by the uninterrupted periods of plant operation.

Additionally, since the implementation of the on-shift time requirement, Turkey Point has acquired a plant specif-ic'imulator.

All licensed operator instructors attend license requalification classes.

The instructors maintain awareness of current plant configuration through the instruction which they both receive and evaluate, on the simulator.

The program change, as described

above, was discussed during a telephone call on November 24,
1992, between Messrs.

Ross Butcher and Michael Ernstes of the

NRC, and Gary Hollinger and Gabe Salamon of Florida Power and Light Company.
