This response updates and replaces the response to NRCB 92-01 provided by FPL letter L-92-219 dated July 27, 1992.
NRC Bulletin 92-01-Supplement 1, Failure of Thermo-lag 330 Fire Barrier System to Perform Its Specified Fire Endurance
- FUnction, issued on August 28, 1992, notified licensees of apparent fire endurance test failures of Thermo-Lag 330 fire barrier systems.
The NRCB supplement expanded the scope of the original bulletin to include all sizes of conduits and trays, and included walls,
- ceilings, and equipment enclosures.

requested licensees to identify the areas of the plant which have Thermo-Lag 330 installed for the protection and separation of safe shutdown equipment, implement appropriate compensatory
- measures, and within 30 days provide written notification of the actions taken and the measures being taken to restore or ensure fire barrier operability.

- amended, and 10 CFR 50.54(f).

For plants that use either 1-or 3-hour pre-formed Thermo-Lag 330 panels and conduit shapes, identify the areas of the plant which have Thermo-Lag 330 fire barrier material installed and determine the plant areas which use this material for the protection and separation of the safe shutdown capability.
FPL RESPONSE:
The Appendix "R" cables, walls, and ceilings required for the safe shutdown of St.
Lucie Plant Units 1 and 2,
have been reviewed and evaluated in an engineering evaluation.
Both units use Thermo-Lag Fire Barrier Systems.
The conduits, walls and ceilings in question for both units have been listed in an engineering evaluation.
Neither Unit 1 nor Unit 2 have any Appendix "R" wrapped cable trays.
NRC RE UESTED ACTION 2:
'I In those plant areas in which Thermo-Lag fire barriers are used in raceways, walls, ceilings, equipment enclosures, or other areas to protect cable trays,
- conduits, or separate redundant safe shutdown functions, the licensee should implement, in accordance with plant procedures, the appropriate compensatory
- measures, such as fire watches consistent with those that would be implemented by either the plant technical specifications or the operating license for an inoperable fire barrier.
These compensatory measures should remain in place until the licensee can declare the fire barriers operable on the basis of applicable tests which demonstrate successful 1-or 3-hour barrier performance.
FPL RESPONSE St. Lucie Units 1 and 2 do have Thermo-Lag 330 fire barrier material installed.
In accordance with plant procedures, appropriate compensatory measures were verified to be in place on June 25, 1992.
The compensatory measures include roving

e fire watches and verification of fire detector operability.
The roving fire watches are an integral part of the St. Lucie fire protection program.
On September 1, 1992, the fire areas affected by the additional scope of the bulletin supplement were verified to be covered by the existing compen'satory-measures.
NRC RE UIRED REPORT:
Each licensee who has installed Thermo-Lag 330 fire barriers must inform the NRC in writing within 30 days of receiving this bulletin supplement, whether or not it has taken the above actions.
Where-fire barriers are declared inoperable, the licensee is required to describe the measures being taken to ensure or restore fire barrier operability.
These measures should be consistent with actions taken in response to NRCB 92-01.
FPL RESPONSE:
St.
Lucie Plant does have Thermo-Lag 330 fire barriers installed as discussed in the response to Requested Action 1.
Compensatory measures have been implemented as discussed in the response to Requested Action 2.
The continuing measures being taken to ensure or restore the fire barrier operability include:

participation in the NUMARC coordinated industry program; assimilation of applicable industry information; close observation and follow-up of industry information; engineering evaluation of location specific fire response characteristics; upgrade of Thermo-Lag installation specifications (as determined by the above items);
and modifications to Thermo-Lag enclosures (as determined by the above items).
The compensatory measures will remain in effect until an acceptable solution is implemented.
