Turkey Point Units 3 and 4 Docket No. 50-250 and 50-251 Resistance Tem era ur Detect r 8 as Elimination Pro'ect By letter L-90-68A, dated September 13, 1990, Florida Power and Light (FPL) submitted a request to amend the Turkey Point Technical Specifications by eliminating the Resistance Temperature Detector (RTD) Bypass.

Subsequently, the NRC and FPL met on November 27, 1990, to discuss the above submittal. At this meeting FPL agreed to submit revised WCAPs 12632 and 12633, along with certain additional WCAPs. Attached please find one copy each of the following WCAPs:

As Attachments 1, 3, 5, 7, 9, and 11 contain information proprietary to Westinghouse Electric Corporation, they are supported by affidavits signed by Westinghouse, the owner of the information.

The affidavits set forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of 10 Code of Federal Regulations.

Accordingly, we request that the information proprietary to Westinghouse be withheld from public disclosure.
