1989, requested that licensees provide assurances that a long term erosion/corrosion monitoring program, consisting of systematic measures to ensure erosion/corrosion does not lead to degradation of single phase and two phase high energy carbon steel
systems, has been implemented.

Florida Power 6 Light Company (FPL) has a long established two-phase wall thinning inspection program.

Single phase inspections began immediately at Turkey Point Plant following the 1986 Surry 2 event.

Your Staff reviewed our program at Turkey Point in August of 1988 in support of NUREG-1344 "Erosion/Corrosion-Induced Pipe Wall Thinning in U. S. Nuclear Power Plants",

and determined that FPL met NUMARC guidelines for inspection of erosion/corrosion in single-phase lines.

This program is now in place at St. Lucie.

In addition, a corporate procedure was developed to define the responsibilities within FPL for the continuation of this program for Turkey Point Units 3 and 4 and St. Lucie Units 1 and 2.

The program begins with FPL's engineering staff establishing the locations to be inspected.

These locations are chosen in both single phase and two phase piping systems.

Electric Power Research Institute's CHEC and CHECMATE computer programs, industry data, and previous inspection data are used as inputs and predictive tools, to calculate erosion rates and the expected remaining life for each location inspected.

Using wall thickness data provided by inspections, locations found to be below the established minimum wall thickness, or predicted to violate that minimum during the 890731 0064 8%)kg PDR ADOCK 05000250 P

Due to the continuing effort necessary to ensure the integrity of high energy piping systems, and experience gained from previous inspection

programs, FPL's engineering staff is upgrading its engineering standard for this process.

The upgraded erosion/corrosion standard will be in place by January 1,

1990.

FPL's erosion/corrosion program also utilizes existing corporate NDE procedures for the execution of testing, data collection and management, and for the qualification of inspection personnel.

In accordance with Generic Letter 89-08, FPL affirms that an erosion/corrosion program which meets the NUMARC guidelines has been implemented and will be maintained for Turkey Point Units 3

and 4 and St. Lucie Units 1 and 2.
