St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Increased Maximum Allowable RTD Dela Time In accordance with 10 CFR 50.90, Florida Power 6 Light Company submits herewith a request to amend Facility Operating License NPF-16.
The proposed amendment to the St.
Lucie Unit 2 Technical Specifications relaxes the maximum allowable primary loop resistance temperature detector (RTD) delay time. The present value of this delay time as listed in Table 3.3.2 of Technical Specification 3/4.3.1 is 8.0 seconds.
The proposed maximum allowable delay time is 16.0 seconds.
This change will provide increased operational flexibility without decreasing safety margin.
Additionally, an administrative change to the Bases for Section 2.0, Safety Limits and Limiting Safety System Settings, is proposed to reflect the proper values that were used in the Thermal Margin/Low Pressure (TM/LP) trip setpoint analyses for St. Lucie Unit 2 Cycle 2.
Marked-up copies of affected Technical Specification pages are included as Attachment l.
A Safety Analysis in support of the proposed amendment is included as Attachment 2.
Attachment 3 is a discussion of "Control Element Assembly Withdrawal at Power to Verify TM/LP Setpoints".'
"Determination of No Significant Hazards Consideration" is provided as Attachment 4.
The proposed amendment has been reviewed by the St. Lucie Plant Facility Review Group and the Florida Power
& Light Company Nuclear Review Board.
In accordance with 10 CFR 50.91(b)(1),
a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.
