telephone report of a

non-compliance event which occurred at the St.

Lucie Plant Discharge Serial Number 001A on May 4,

1988.

Karen Buerki of the EPA was given this information on May 5,

1988 by Ron Hix of Florida Power

& Light Company's Environmental Affairs Department.

Unit 1

intake well is routinely chlorinated for 120 minutes in the

morning, and Unit 2

intake well is chlorinated for 120 minutes in the afternoon.

On May 4,

1988 the routine was charged to reverse the order of chlorination.

Unit 2 was correctly chlorinated at 8:45 a.m.

However, the afternoon shift was not adequately informed of the change and they also chlorinated Unit 2

at 5:35 p.m..

Thus, Unit 2

was chlorinated for 240 minutes which exceeds the 120 minute/day maximum limit stated in the NPDES permit.

Unit 1

was not chlorinated at all so no more residual chlorine than normal was discharged to the common discharge canal.

No adverse effect to the environment was observed.

The NPDES Discharge Monitoring Report (DMR) which was submitted for the St.

Lucie Plant for the month of May,

1988, contained a

description of a

non-compliance event which occurred at Serial Number 001-1.

In the description it was inadvertantly reported that Unit E intake was chlorinated for 240 minutes on May 14, 1988.

In reality, Unit

'cL was chlorinated for 220 minutes.

The correct value was represented on the DMR for Serial No. 001-1.

FPL apologizes for any inconvenience this error may have caused.
