Dear Mr. Muller:
Carolina Power & Light Company submitted a request on May 20,1985 to commence the second 120-month In-Service Inspection interval for the two Brunswick Units on a common date. The purpose of the request was to preclude the possiblity of having the two units complying with different editions of the ASME Boiler and Pressure Vessel J
Code. This request was approved by the NRC staff on July 1,1985.
The purpose of this letter is to clarify certain aspects of that approval. Conversations with members of your staff have revealed that the staff considers the July 1,1985 approval to be applicable only to the In-Service Inspection Program and not to the In-Service Testing of Pumps and Valves. Therefore, the Company requests that the approval be extended to include In-Service Testing of Pumps and Valves.
It is the Company's interpretation that each subsequent 10-year interval will now be tied to the common, approved date of July 10,1986, as opposed to the date of commercial operation. Please verify that this is also the NRC's interpretation of the approval.
