2 Docket No. 50-389 Proposed License Amendment PORV Indi cation In accordance with 10 CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-16.

This amendment is submitted to allow use of an alternate means of detection of PORV position indication.

The current footnote which al lows monitoring of the quench tank pressure, level and.temperature, and discharge piping temperature for the safety valves would be extended to the PORV when the designated redundant position indicators were not available.

Due to problems with the current direct magnetic/reed switch position indication, the unit has entered the action statement of Technical Specification 3.3.3.6a and approval of this amendment request is necessary to continue power operation past June 18, 1983.

The proposed amendment is described below and shown on the accanpanying Technical Specification pages.

Page 3/4 3-42 The third footnote on the page is modified to apply to the safety valves and the PORVs.

In accordance with 10 CFR 50.91(b)(I),

a copy of this proposed license amendment is being forwarded to the State Designee for the State of Florida.

Thi s amendment al l ows a previ ou sl y approved exception to be appl i ed to a

similar indication requirement.

Therefore, in accordance with 10 CFR 50.91(a) (I), we have determined that this amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.91(c) in that the amendment is administrative in natur e and therefore does not:

1) involve a significant increase in the probability or consequences of an accident previously evaluated; or 2) create the possibility of a new or di fferent kind of accident frao any accident previously evaluated; or 3) involve a significant reduction in a margin or safety.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 8 Light Company Nuclear Review Board.

LUCIE UNIT 2 DOCKET NO. 50-389 PROPOSED L ICENSE AMENDMENT PORV INDICATION The purpose of this amendment is to allow the use of alternate means to pr ovide the r edundant r equirement to determine the position of the PORVs when the installed position indications are not available.

This alternate means has been approved for use with the safety valves in the same section of the

'echnical Specifications.

This alternate means meets the BASES of the current technical specification, namely to ensure that sufficient information is available on selected plant parameters to monitor and assess these variables following an accident.
