Dear Hr. O'Reilly:
Re:

u etin 80-21 Florida Power 8 Light Company has reviewed the subject I 8
E Bulletin and has determined that due to the magnitude of the task of investigating all active safety related valves for Malcolm Foundry parts, we will not be. able to fully respond in the 30 day period provided.
We also question whether the ASTM A-216 problem experienced by Anchor Darling is applicable to all safety related valve manufacturers.
The Bulletin states that Anchor-Darling valves with yoke castings made of ASTM A-216 grade WCB steel are suspected of having insufficient tensile strength to preclude cracking at the yoke to flange interface.
These castings were all supplied by the Malcolm Foundry Company of Newark, New Jersey which is no longer in business.
These parts are suspect as a result of an inspection performed by Anchor Darling of valve yokes supplied by Malcolm Foundry after cracks were discovered in several valves supplied to Pennsylvania Power and Light Company.
The inspection had indicated the potential for reduced tensile strength in the valve parts of a significant percentage (25K) of the, valves tested.
Based in the information that several valves exhibited cracks and a
significant percentage of all valves in question had low hardness
- values, the Bulletin concludes that all valve parts of any grade of material ever manufactured by Malcolm Foundry Company are therefore suspect.
While we feel that an immediate investigation of our valves supplied by Anchor Darling is warranted, there is doubt as to the applicability of the problem to other manufacturers-Additional time will be needed to contact our other valve manufacturers to determi ne if they have used Malcolm Foundry parts.
If Malcolm Foundry parts are found, we will take the actions required by the Bulletin.
We have contacted the Anchor Darling Valve Company and have verified that no Anchor Darling valves with Malcolm Foundry Company supplied yokes of ASTH A-216 grade WCB steel have been supplied to us for either Turkey Point Units 3 8 4 or for St.
Lucie Unit 1
