10 CFR 72.48 Biennial Change Summary Report

In accordance with Title 10 Code of Federal Regulations (CFR) 72.48(d)(2), Pilgrim Nuclear Power Station (PNPS) is submitting the biennial change summary report addressing activities that have been implemented at the facility for the period of October 1, 2023, through September 30, 2025.
There was one site generated 72.48 evaluation completed by the station during the reporting period. This evaluation is included as Enclosure 1. Enclosure 1 contains Security Related Information and should be withheld from public disclosure in accordance with 10 CFR 2.390.
This letter contains no regulatory commitments.

U.S. Nuclear Regulatory Commission Non-Proprietary Enclosure 2 to HDI-PIL-25-010 AFFIDAVIT PURSUANT TO 10 CFR 2.390 I, William Noval, being duly sworn, depose and state as follows:
- 1) I have reviewed the information provided in HDI-PIL-25-010, which is sought to be withheld, and am authorized to apply for its withholding.
- 2) The information sought to be withheld is in Holtec's 10 CFR 72.48 Evaluation No. 3420 (Enclosure 1) submitted with Biennial Change Summary Report for Pilgrim Nuclear Power Station (PNPS), because the information within contains is security related information.
- 3) In making this application for withholding of security related information of which it is the owner, Holtec International is complying with 10 CFR 2.390(d)(l) and Regulatory Issue Summary (RIS) 2005-31.
- 4) Some examples of categories of information which fit into the definition of security related information are:
- a. Security Program Information
- b. Vulnerability/Security Assessments/ Accident Analyses/Safety Analyses/Risk Assessments
- c. Emergency Planning/Fire Protection Information
- d. Design Information (non-site-specific): Spent Fuel Casks, Transportation Packages, Sealed Source and Device Catalog and Files, etc.
- e. Descriptions of Facilities Where Licensed Material May Be Located
- f. Design of structures/equipment (site specific)
The information sought to be withheld is considered to be security related information for the reasons set forth in paragraphs 4.a and 4.b above.
