Technical Specification Bases and Technical Requirements Manual Change Summary In accordance with the requirements of Technical Specification (TS) 5.5.13 and 10 CFR 50. 71 (e),
NextEra Energy Point Beach, LLC is submitting a summary of changes made to the Point Beach Nuclear Plant TS Bases (TSB) and Plant Technical Requirements Manual (TRM) that did not require prior NRC approval.
The enclosure contains the TSB and TRM change summary for the Point Beach Nuclear Plant, Units 1 and 2, for the period of March 1, 2021 through October 1, 2022.
This letter contains no new commitments and no revisions to existing commitments.

Summary Revised to clarify that the component cooling water 04/21/2021 4
pumps only need to be FUNCTIONAL to support the Residual Heat Removal when not in the required mode of applicability.
TS SR 3.3.2.2 was changed from 31 days on a staggered bases to 92 days (quarterly) under the Surveillance Frequency Control Program. TS B 3.3.2 SR 3.3.2.2 was revised to state, "on a frequency and bases established by the Surveillance Frequency Control Program" to align with the TS.
09/28/2021 20-22 & 33 Revised to state the Nominal Trip Setpoints (NTSP) reflect only steady state environmental instrument uncertainties, as this function is credited only for an SLB outside the containment so the RTDs associated with Tavg are only looking at steady state conditions and not required to be EQ for adverse containment..

Summary The change removes the requirement for quarterly appearance testing on stored fuel for "clear and bright" per ASTM D4176. This was recently added to the TRM with the issuance of the last revision due to recommendations from an industry document INPO NISP 301. It has been determined that this quarterly 04/21/2021 6-7 appearance testinq is not necessary.
Revised Sections 7.1 for No. 2 diesel fuel and 7.2 for blended No 1 and No 2 diesel fuel for allowable biodiesel from 0.1 % to 1.0% to align with INPO Industry Guideline CY-NISP-301, Diesel Fuel Oil 09/15/2021 6-7 Program.
