NextEra Energy Point Beach, LLC is submitting a summary of changes made to the Point Beach Nuclear Plant TS Bases (TSB) and Plant Technical Requirements Manual (TRM) that did not require prior NRC approval.

The enclosure contains the TSB and TRM change summary for the Point Beach Nuclear Plant, Units 1 and 2, for the period of March 1, 2021 through October 1, 2022.

This letter contains no new commitments and no revisions to existing commitments.

SUMMARY

FOR March 1, 2021 - October 1, 2022 Affected Date of Affected Section Change Page(s) Summary Revised to clarify that the component cooling water pumps only need to be FUNCTIONAL to support the TSB 3.7.7 04/21/2021 4 Residual Heat Removal when not in the required mode of applicability.

TS SR 3.3.2.2 was changed from 31 days on a staggered bases to 92 days (quarterly) under the Surveillance Frequency Control Program . TS B 3.3.2 SR 3.3.2.2 was revised to state, "on a frequency and bases established by the Surveillance Frequency Control Program" to align with the TS.

TSB 3.3.2 09/28/2021 20-22 & 33 Revised to state the Nominal Trip Setpoints (NTSP) reflect only steady state environmental instrument uncertainties, as this function is credited only for an SLB outside the containment so the RTDs associated with Tavg are only looking at steady state conditions and not required to be EQ for adverse containment..

Changes to all sections to align with the NRC approved changes to TS 3.2.1 to resolve non-conservative surveillance requirements associated TSB 3.2.1 10/16/2021 All pages with the nuclear transient heat flux hot channel factor, as report in Westinghouse Nuclear Safety Advisory Letter 15-1, Heat Flux Hot Channel Factor TS Surveillance.

Revised the bases to align with TSTF-502-T, Correct TSB 3.6.3 08/26/2021 6 Containment Isolation Valve Bases Regarding Closed Systems.

Revised due to replacing Rod Position Indication TSB 3.1.7 01/03/2022 2 analog meters with digital Rod Position Indication Recorders . Enqineerinq Chanqe 294454 Revised to add clarification of "Loops Filled" in the TSB 3.4.7 09/28/2022 3 Applicability Section.

TECHNICAL REQUIREMENTS MANUAL (TRM) CHANGE

SUMMARY

FOR March 1, 2021 - October 1, 2022 Affected Date of Affected Section Change Page(s) Summary The change removes the requirement for quarterly appearance testing on stored fuel for "clear and bright" per ASTM D4176. This was recently added to the TRM with the issuance of the last revision due to recommendations from an industry document INPO NISP 301 . It has been determined that this quarterly TRM 4.12 04/21/2021 6-7 appearance testinq is not necessary.

Revised Sections 7.1 for No. 2 diesel fuel and 7.2 for blended No 1 and No 2 diesel fuel for allowable biodiesel from 0.1 % to 1.0% to align with INPO Industry Guideline CY-NISP-301, Diesel Fuel Oil TRM 4.12 09/15/2021 6-7 Program.

Updating LEFM to Check-M3P per Engineering TRM 3.3.2 04/21/2021 2 Change (EC) 293505 Conditional elimination of control rod worth testing TRM 3.1.1 10/16/2021 1-2 from the Startup Physics Testing program Updated for various fuel oil testing parameters and guidance to align with industry document for TRM 4.12 04/11/2022 1-2 Microbiological, cloud point and pour point.

TRM 3.5.1 09/28/2022 4 Administrative change to add (5) for Note 5 back into table 3.5.1-1. It was inadvertently left off in a subsequent revision .

TRM 4.12 09/28/2022 2-4 Removing T-328 diesel fuel oil storage tank and associated equipment.
