St. Lucie Plant State IWVVF Permit No. FL 00002208 and Administrative Order AO022TL Florida Power & Light Company - Heated Water Plan of Study The purpose of this letter is to request the Department's authorization for Florida Power & Light Company (FPL) to end the off-shore thermal monitoring project required by AO022TL by the end of calendar year 2014. A Heated Water Plan of Study (HWPOS) was implemented as a result of the St.

Lucie Plant Uprates. FPL has been performing the HWPOS in the Atlantic Ocean in the vicinity of the St. Lucie Plant since February 8, 2013, pursuant to the Site's State IWWF Permit and the Department's Administrative Order AO022TL (AO).

The thermal studies are being performed in accordance with Condition 17 of the AO and the HWPOS approved by the Department on August 18, 2011. The HWPOS commenced within 90 days following the implementation of power uprates and subsequent operation of both St. Lucie Plant units. The HWPOS is scheduled to run for twenty-four months from the date of commencement or until February 2015. FPL believes that ending the HWPOS in December 2014 will not in any way compromise the objectives of the study. Therefore, FPL requests a modification to Condition 17 of the AO to allow the HWPOS to end in December 2014.

FPL has also been performing biological studies in accordance with Condition 20 of the AO and the Biological Plan of Study (BPOS) approved by the Department on August 18, 2011. The BPOS commenced with baseline monitoring in August 2011 prior to the St. Lucie Plant's uprate power operation. The biological studies are currently scheduled to end in December 2014 and will have been performed for twenty-four months following uprate power operation as required by the AO.

FPL has appreciated the opportunity to work with the Department in this endeavor and is looking forward to the Department's favorable decision on this request.
