C. 20555-0001 St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Reactor Vessel Internals Inspection Program Plans and Inspection Dates The purpose of this letter is to: 1) clarify certain FPL commitments associated with the aging management of the St. Lucie Units 1 and 2 reactor vessel internal (RVI) components during the period of extended operation (PEO) and 2) inform the NRC of the scheduled dates for submittal of the required inspection plan and conduct of the initial inspection for St. Lucie Unit 1.

In Reference 1, FPL provided a response to an NRC Request for Additional Information (RAI)

(Reference 2) that was issued during the NRC's review of the Extended Power Uprate (EPU) submittal for St. Lucie 1 (Reference 3). In that RAI response, FPL revised its previous commitments associated with the aging management of the St. Lucie 1 RVI components during the PEO to adopt MRP-227-A in place of the existing RVI Inspection Program. RVI inspection and evaluation guidelines are provided in the NRC-approved EPRI Report, "Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (MRP-227-A)," EPRI, Final Report December 2011 (Reference 4).

In a subsequent RAI (Reference 5), the NRC requested that FPL also submit a statement addressing its intent to require implementation of MRP-227-A guidelines for St. Lucie 2. By letter dated December 20, 2011 (Reference 6), FPL provided its response to that RAI and revised its previous commitments associated with the aging management of the St. Lucie 2 RVI components during the PEO to adopt MRP-227-A in place of the existing RVI Inspection Program. The NRC's SER for St. Lucie Unit 2's Extended Power Uprate License Amendment (Reference 7) found FPL's RAI response acceptable.

As discussed in Reference 8, the PEO for St. Lucie Unit 1 commences after March 1, 2016 and the PEO for St. Lucie Unit 2 commences after April 6, 2023. The RVI inspection plan for St.

Lucie Unit 1 is scheduled for submittal to the NRC by September 30, 2015. The initial reactor vessel internals inspection for St. Lucie Unit 1 is scheduled to be performed during the SL1-28 Refueling Outage in the spring of 2018. The RVI inspection plan and inspection schedule for St.

Lucie Unit 2 will be submitted at a later date.
