FPL Letter L-2012-316 for Unit 2 dated August 2, 2012, "Retraction of Extended Power Uprate License Amendment Request Proposed Technical Specification Change Related to Emergency Diesel Generator Surveillance." Accession No. ML12216A353 References 1 and 2 removed certain emergency diesel generator (EDG) Technical Specification (TS) surveillance requirements from the proposed Unit 1 and 2 extended power uprate (EPU) TS changes. The removed surveillances inappropriately incorporated previous NRC component and design bases inspection (CDBI) finding corrective actions related to EDG isochronous mode voltage and frequency acceptance bands for droop mode operations. The above references stated FPL's intent to submit future license amendments to adopt the CE ISTS wording for the EDG 24-hour loaded run TS surveillances.
Because the EDG is operated in parallel with offsite power during the 24-hour loaded run, the post-EPU TS surveillance narrowed voltage and frequency band acceptance criteria for EDG isochronous mode operation were not appropriate. Both St. Lucie Units remain capable of meeting the existing TS surveillance EDG voltage and frequency bands specified during the 24-hour loaded runs. Therefore, FPL is no longer pursuing a TS change concerning voltage and frequency acceptance bands for the EDG 24-hour loaded run surveillances as this action provides no safety benefit.
