(2) J. Jensen (FPL) to U.S. Nuclear Regulatory Commission (L-2012-280), "Extended Power Uprate License Amendment Request -Supplement to Proposed Technical Specification Changes Related to Emergency Diesel Generator Surveillance Requirements," July 23, 2012.By letter L-2011-021 dated February 25, 2011 [Reference 1], Florida Power & Light Company (FPL) requested to amend Renewed Facility Operating License No. NPF- 16 and revise the St.Lucie Unit 2 Technical Specifications (TS). The proposed amendment will increase the unit's licensed core thermal power level from 2700 megawatts thermal (MWt) to 3020 MWt and revise the Renewed Facility Operating License and TS to support operation at this increased core thennal power level. This represents an approximate increase of 11.85% and is therefore considered an Extended Power Uprate (EPU).As stated in EPU License Amendment Request (LAR) Attachment 1 Section 3.1 Item 21, and modified by FPL letter L-2012-280

[Reference 2], although not required for EPU, FPL proposed revising TS 3/4.8.1.1 Surveillance Requirements (SRs) associated with the emergency diesel generator (EDG) testing. The SR changes address an existing plant condition related to the voltage and frequency tolerances.

FPL requests retraction of the proposed change to TS SR 4.8.1.1.2.e.7, 24-hour EDG endurance run. Implementation of the EPU LAR is unaffected by this change. FPL intends to submit a separate LAR to adopt NUREG-1432 Revision 4 Standard Technical Specifications
