' NRC Docket ID 2010-0282 - Revised Draft Safety Culture Policy Statement, Request for Comments (75 FRN 57081)

In a September 17, 2010, Federal Register Notice (75FR57081), the Nuclear Regulatory Commission (NRC) requested public comments on the issuance of revised Draft Safety Culture Policy Statement.

Florida Power and Light Company, the licensee for the St. Lucie Nuclear Plant, Units 1 and 2, Turkey Point Nuclear Plant, Units 3 and 4, and the proposed Turkey Point Units 6 and 7 (collectively referred to as FPL) and its affiliates, NextEra Energy Seabrook, LLC (NextEra Energy Seabrook) the licensee for Seabrook Station; NextEra Energy Duane Arnold, LLC (NextEra Energy Duane Arnold), the licensee for Duane Arnold Energy Center; and NextEra Energy Point Beach, LLC (NextEra Energy Point Beach), the licensee for Point Beach Nuclear Plant, Units 1 and 2 (collectively referred to as NextEra Energy) hereby submit the following comments on the above listed document containedin Docket IDNRC-2010-0282.

By letter dated October 18, 2010, the Nuclear Energy Institute (NEI) offered comments regarding the Revised Draft Safety Culture Policy Statement. FPL and NextEra Energy endorse the NEI response to the five questions presented in the FRN, and additionally offer support for the following NEI general comments:

a The regulated licensees and certificate holders bear the primary responsibility for developing and maintaining a strong nuclear safety culture.

Q A Commission Policy Statement is the appropriate regulatory action for safety culture.

o It is critical that a common language of safety culture traits and behaviors exist between the NRC and each of its unique regulated entities.
